If the distribution of each subnet represents one agent's belief, whose belief does the jpd of the MSBN represent?
Example: a computer system.
- It processes information coherently as a whole.
- Its components are supplied by different vendors.

- As long as vendors follow a protocol in designing component interfaces, the system functions as if it follows a single will.
